He was born November 7, 1970 in Lake Providence, Louisiana. James is preceded in death by his brother, Wesley Mac Horton, maternal grandparents, Marvin and Alyne Hemphill, paternal grandparents, James and Alvina Rios, step father, Jimmy LaForge, father in law, Ernest Sims, Jr., and mother in law, Rena Ann Huggins; Left to cherish fond memories is his loving and devoted wife, Kelly D. Rios; mother, Shirley LaForge; father, James Rios, Jr.; daughter, Kayla Johnson and husband, James; son, James Kevin Rios II; daughter, Shannie Richardson and husband, Bryce; daughter, Rachel Marsh and husband, Matthew; grandchildren, Jax, Kambree, Lainey, Daylen, Keileigh, Lily, E.J. and Maggie; sisters, Donna Johnson, Diane Shelton and husband, John, Brandy Hooper and husband, Benji and Chaisty Patin and husband, Fred; aunts, uncles, numerous nieces, nephews and extended family.
