Billy Carl Neill, 28, passed away, Friday, August 31, 2018 in Decatur. Billy was born May 14, 1990 in Fort Worth. He was preceded in death by his son, Logan Neil, grandparents, Billy Neill and Carolyn and Edward Payne. Billy is survived by his parents, Bobby and Dianne Neill; son, Ryan Crowder and his mom, Shayla Madden-Neill; brothers, Bobby Neill, Jr, Edward Neill and wife, Amber and David Neill; sisters, Patricia Schultz and husband, Marlin and Susan Neill; grandmother, Vinnitia Neill; girlfriend, Tracey Moles; and several aunts, uncles, nieces and extended family.
